Ok here what I've done

1- Selected 300 photos.
2- Enabled Auto Sync.
3- Clicked Auto Tone.
4- Changed the Contrast, Highlight, Shadow, White & Black to another value while auto sync is enabled.

Ok now the problem that not all the photos has been changed to the new value.
I've check my friend too he has the same problem.

How long between steps 3 and 4? It might not have finished calculating the Auto Tone for all of the photos. I've seen that before with applying a preset rather than Auto Sync.

Yep, but how long between it finishing the auto tone and applying the preset/sync? To be clear, I'm not saying you should have to wait X length of time, but I'm guessing it's a timing issue that the activity center says it's finished but it hasn't really.
