Lightroom: Cannot use Catalog named "LIGHTROOM 4 CATALOG" because it is not writable and cannot be opened

I'M OVER IT, .... THIS COULD BE CAUSED BY INCORRECT PERMISSION OR ANOTHER LIGHTROOM APLICATION IS USING THE CATALOG. YOU MAY TRY TO CORRECT THE PROBLEM OR YOU MAY SELECT ANOTHER CATALOG.
I RECIEVED THIS AFTER TRANSFERING FILES TO A FOLDER IN WINDOWS AND THE TRANSFER WAS TOTALLY @#!%$! UP, NOW I CANT EVEN START THE PROGRAM. LOOKS LIKE IVE LOST SOME 20 PLUS HOURS OF WORK (IM NOT ENTERTAINED BY THIS), SEE MY OTHER POST ABOUT LR,4 SHUTTING DOWN

You might want to check your CAPS LOCK key, it's stuck.

Have you checked the catalog file and it's directory? Do you have permission to read, write and modify files in that directory? Do you have permission to modify the catalog file itself?

Which OS version are you using?

When you say "transferring files to a folder", do you mean copying images in Lightroom, or files in Finder/Explorer?

I am having this problem as well. It happened once before and you gave the perfect solution. I can't find that particular response in the forum. Chris can you repost it or help find it the log. Thanks.
