Photoshop CC: Libraries does not want to work

Hi Guys!
Why when I opening Libraries I always getting this window (see atachment) and can't open Libraries?
I found this bug two month ago and still nothing.
I thought library is a built-in feature, but looks like it built-in extension. Why it is don't working if is an Adobe feature?

Something is corrupt in the files for Photoshop, and you need to reinstall to replace them with the correct files.

Photoshop was downloaded from official Adobe CC installer.
Sometimes Libraries working, sometimes not. Usually it working after relaunching PS app or rebooting Mac.

The extension signing doesn't change when you reboot or relaunch.
The error means that the files have been altered from what Adobe shipped, and need to be replaced.
You need to reinstall Photoshop to replace the damaged files with the correct files.

I did nothing, and today it working. Mac was at sleep mode. After waking up it's ok. But tomorrow it may stop working.
Why files was altered? I'm using licensed version with all original files.

My guess is this was triggered by the Creative Cloud desktop app update. Restarting Photoshop should fix it.
