Photoshop: How do I save a new document?

Such a simple thing, but would be great if I can save a new document in Photoshop before I've done anything in it.

Sometimes when I'm creating a banner ad layout, for example, I'll create a new PS doc in the dimensions I'll be working in, and then I'll hit Apple+S to save before I start working, but then I remember that I can't save a document before I've done anything in it....

Seems almost like a bug, but this functionality has been present in Photoshop for so long that it seems like a weird design feature..

Any chance of fixing this in a future upgrade?

Basically just let me create new document, enter the dimensions, and the name in the dialogue, hit OK, and then be able to save my file right away before I start working in it.

Use "save as".
Until you add some content to the image other than the default - Photoshop doesn't consider the image "dirty" to be saved. Yes, that is by design.
