Photoshop: Layers Panel list order independent of Z-Index

It would be nice if there was an option to use the layers panel for logical grouping and not have their location in the layers panel list also tied to the z-index. This would required a z-index per layer but it could have hotkeys similar to Illustrator to make it easy to change a layer's z-index (ctrl-[ and ctrl-])

E.g. Consider the case where you have a simple layer group containing two layers. One for a semi-transparent circle and another for some white text in the circle. The logical order of the layer groups cannot be identical to the z-index or the overlapping semi-transparent circles could land on top of another group's white text.
