Photoshop Elements: How do I have layers automatically fit on the existing document/layer

I have Elements 9 installed in Windows 7. When I put one graphic on top of the other how can I have it automatically fit within the size of the other graphic. If I do it now I have to always make it smaller by adjusting it at the corners to have it fit. When I used Elements 5 it would always automatically fit within the other graphic even if it was larger than the graphic that I was putting it on to.

If you use File>Place... does it work as you expect?

No it still needs to be adjusted to fit on the other graphic. In Elements 5 it adjusted itself to fit on the other graphic. Is there a setting that I can select that will make it do it automatically?
