Photoshop: Layer-Specific Crop Tool

I would like a special crop tool for just a particular layer. Sometimes when working on a document 1 layer will have a bunch of outlier data that I want to get rid of for file size but other layers may have info that I don't want to crop so I would like to be able to crop on a per-layer basis instead of the whole document.

Another way to do that: make a selection around the part you want to keep. Select -> Inverse, then delete.

That is a good suggestion and works well when all of the pixels I want to delete are inside the document area but when they extend beyond the document that doesn't solve my problem. The outlier data is unselectable.
