PHOTOSHOP CC 23015 - Layer gets repositioned to the top of the artboard stack automatically after editing

I have a layer with a simple marquee fill.
After I edit that layer (eg stretch or resize) and I click the Commit button.
Upon committing, the layer shoots up to the top of the layer stack in front of everything else. Very irritating and confusing.

I found the cause, so I thought I would post this anyway as I'm sure I'm not the only one to be confused by this behavior...

The layer in question was not in the ARTBOARD group. So as soon as I committed a change to the layer it jumped "into" the artboard group, defaulting to the top of the stack in front of everything else.

Im not sure if this is a bug, or a feature. It feels like an oversight by adobe to allow an object to exist outside of an artboard group in the layers panel, because as soon as you edit the layer it gets moved automatically. This doesn't feel like the user is in control.
