layer fill and opacity sliders - mouse operation bug

I found a bug in how the layer opacity and fill sliders operate. I'll try to describe the case:
1. The photoshop window is not maximized or is on the left display in a two-display setup
2. the user attempts to change the opacity of fill of a layer by clicking and HOLDING the mouse button over the arrow on the side of the fill/opacity field. this opens the slider.
3. without releasing the mouse button, the user can now slide the slider left or right. this can be done with the cursor outside the area of the slider itself.
4. the user then attempts to set a high value - 97 to 100, with the cursor outside the slider area.
5. the slider is then NOT released when the user releases the button but keeps being locked to the mouse movement and furthermore, is moved only when the cursor is over certain UI elements but not when it's above others.
