Please go to Help>System Info... and get us the exact version of Lightroom currently installed.  Do you have/can you get and post here a screen shot of the error?

Sounds like you have a system failure, either due to some hardware, or system drivers failures.

It's the blue screen of death that tells me it's gathering info. LR is 2015.12 , camera raw 9.12.

See Simon's comment above. Likely hardware or a hardware driver (video, etc) is causing this. BSODs are normally a hardware-level issue.

Dell says all my drivers are up to date, and lightroom is the only program that causes the crash.

Dell (and Microsoft) are not good places to check  for video drivers. Normally they lag several updates behind the video card manufacturers software updates. It is always wise to go straight to the video card manufacturer's site and get the latest update from them.
