Language in Lightroom CC if I subscribe from a non English speaking country.

I want to subscribe to Lightroom CC and Photoshop CC. I use Windows 10 OS and live in Austria. If I subscribe on the Austrian Adobe Website (German version, descriptions etc) do I get to use Lightroom in English? There is an option to change region on the website, but then I have to pay in dollars or pounds which is also inconvenient. So there is my question, is there a possibility to choose language during installation of programs? Thanks in advance!

You can change the language of your Lightroom installation in the settings of Lightroom. After restarting Lightroom the UI will switch to the language you chose.

If you have a keyboard layout for German language you will run into problems with the English UI of Lightroom since keyboard shortcuts are different between German and Englisch localization.

You can change the language when you first start LR.  Do Edit > Preferences, click the General tab, and choose the language from the Language drop down.

As far as I am aware the installer should pick up your language from the OS, so as you install if Windows 10 is set to German, LR should automatically be set up for you, hope this is helpful?

Everything that I use is set to English, and I'd rather use Lightroom in English too, it's much less confusing than German. So I hope you are right guys and that my LR would be in English no matter if because of my OS language or settings. Thanks a lot for your help!

I just opened my copy to check for the language settings that others mention, on a mac they are not there! So I suspect that the App language is picked up from the OS language, so if you are using Windows 10 in German, the App will be in German, so try if you are set to English you should be fine unless it sets language by auto-sensing location (like Apple with the dreaded Location Services)... I think you should be safe though if other Apps behave OK :)

As far as I know, you can change language in your software at any time. In Lightroom, just choose Language i Preferences > General (Lightroom menu on Mac and Edit menu on PC), restart, and you have your new language.
In Creative Cloud Program manager you can open Settings and choose the Creative Cloud Pane. There you can decide what language your Creative Cloud applications should be installed with. I think you have to reinstall the actual application in order to get the new language (except Lightroom).

You can even make CC applications like Photoshop multilingual, so you can switch to another language right from the preferences (like you can in Lightroom). I wrote about that some time ago. http://www.johanfoto.com/2014/12/photoshop-cc-multi-language/

My experience says on LightRoom CC you need to set the language in Creative Cloud.

In both Lightroom 6 and CC 2015, you can set the language via Preferences > General > Language:

If you can't do that, please post a screenshot of Preferences > General.
