Exactly as the title states. I press (C) to bring up the crop tool. Use it and then press (V) to get my pointer back and nothing. No shortcuts work while using the crop tool. I'm using PS 21.0.2

If you have an active crop, you have to commit or escape. If you press ESC once, you can still have the handles showing, but the crop isn't active—just the tool. You can then press the kbsc for another tool—or at least, I can running Mojave. If you can't switch tools right after pressing C without clicking on the image to fully activate your crop, then you may have a problem.

Yes, and it also seems that I can't reproduce the error either. But it did happen after i committed the crop by hitting OK on the touch bar - On Catalina.

Catalina—ah then, all bets are off far as I'm concerned. That OS update has been anything but smooth for a lot of folk running PS. It does seem just about everything (not quite everything) that goes wrong these days has something to do with Catalina.

So it just froze—did you leave it a bit and see if it started responding again? KBSC only, or other elements of the UI. I've heard some other Catalina users talking about unexpected freezes  that resolve themselves if you wait it out. Dunno how long "waiting it out" takes, though.
