Photoshop/Camera Raw: Keep getting disc error message when trying to open raw files from finder

I've just updated Photoshop to 21.0.02 and the camera RAW plugin. I've also reset preferences for both Photoshop and Camera RAW but I'm still unable to open RAW files from finder on a Mac running Catalina. I keep getting the message "Could not open because of a disk error.

I am able to open the files if I go through Photoshop > open, just not from Finder.

Thoughts?

MacOS Catalina introduces new security features. Maybe that is what is causing this. Make sure Photoshop has full disk access privileges in System Preferences - Security & Privacy.

I've had a look at the folder permissions. But I need Photoshop to have access to the Network Volumes, There doesn't seem to be an option under photoshop for it? Not sure if this is causing the problem. I can still open JPEG files from Finder, I only have trouble with RAW files.

I'm thinking it may just be a compatibility issue between MacOS Catalina and Photoshop?
