CTRL-J will copy the selection to a new layer

(or CTRL-C to copy followed by CTRL-V to paste will do the same thing but take more key-strokes)

You can copy on the iPad by using the 3 dot menu ("more"). They didn't leave out. It's context sensitive, meaning what you can do often depends upon what you have selected/targeted. It might throw you off a bit because if you select a portion of an image, it says "Copy Layer." But do it anyway and then Paste, and it will paste just your selected bit.
