Photoshop: JPEG.plugin causes "Could not complete your request because the file was not found." error

I can't open regular Jpegs with a '.jpg' extension anymore. PS prompts "Could not complete your request because the file was not found". I noticed that if I started PS without plugins (holding down the SHIFT key), the issue would be gone. It came out that Adobe's JPEG.plugin is causing the issue. Removing the file 'fixes' the issue.

Is there some sort of Cache for plugins that might have been compromised?

Might be OT, but I've already been in great trouble w/ OSX 10.10, because of the Adobe CC App compromising its own cache and crapping up my whole OS startup process.
Kind of tired of these issues, gotta say.

OS: OSX 10.12.1
PS v. 20170.2.01, with the corresponding Camera Raw version

I am having the same issue... just updated Photoshop and Lightroom... I can't open any files in Photoshop now... and Lightroom crashes every time I open it... can't find any solutions that work online.  highly frustrating.

Problems like this are usually system specific. Did opening files on your system ever work?

Ok, thank you i trie, i can open psd files. But the jpg's are a problem.....

On my experience sometimes it happens when loading stuff from OneDrive. Try disabling it on Windows, may help!
