Photoshop CC 2017: JPEG artifacts when saving image with maximum quality

I've created a tiff image with psd and jpg (maximum quality: 12, photoshop cc 2017) save examples of a simple gradient. I found that Jpeg generates artifacts mainly in the light areas but the other places also. Just magnify the image to see the difference between two save methods.
I know so that jpeg must not generate artifacts when saving with maximum quality (12).
(I can send image example but bigger than 2MB and it's a tiff)

Can you use Creative Cloud or dropbox to share the original file plus the JPEG and post the share URL?

There a few ways to save a JPEG in Photoshop. Are you using Save As? Save For Web? Or Export As? Or something else like Generator?
