Elements 5 is pretty old and is wasn't designed nor tested to work on Windows 10.

You may need to run Elements in compatibility mode: https://support.microsoft.com/en-us/help/15078/windows-make-older-programs-compatible

You may need to reinstall your product of the installation was damaged by the Win 10 upgrade.

As a software engineer, I can give a little more info. Your Photoshop CS5 will install in 32 bit or in 64 bit if you are using Mac 10.5 or later, and on Windows-10.  Find its original disc, uninstall Photoshop CS5, then reinstall it, and when it asks to select 32 bit and 64 bit, you should select 64 bit. If your computer has as much as 4 megs of memory, the 64 bit will work and use all of its memory.  Unfortunately, 32 bit will only use 2.5 megs. Meanwhile, if you can find Photoshop CS6, or any other later version, they will install on Windows 7 and 10 in 64 bit. Let me know how it came out.
