Photoshop CC: Having trouble using free transform to scale proporitionally

In order to enlarge or reduce an image proportionately in pshop cc one has to click on that little chain icon btween the width and height callibrations on top before clicking and dragging (command T, then holding the shift key down). Then it works. It's backwards! It's counter-intuitive. In cs3 you didn't have to do this. Is this a bug? If not, please explain why it's designed this way. It makes no sense to me.
