Photoshop CC ver.14.2.1x64: Preferences: General: "Zoom With Scroll Wheel" does not always work even though option is checked. Going into preferences and unchecking and rechecking the option does re set it for a while but eventually the option will stop working again. "Zoom Resizes Windows" does not work at all even though the option is checked. Both of these bugs have been present in every version of PS that I have had since PS 5 extended and on multiple computers.

currently, Win 7x64 but the problem goes all the way back to Win NT and to Win 8x64. I've had this issue for many years across multiple OS, computers and versions of PS. I can only assume it is an issue with PS

Hi Jason, I'm giving you the reason why "Zoom Resizes Windows" is disabled with Zoom with Scroll Wheel by design.

I can confirm that this continues to happen with the latest Photoshop CC as of today v 19.1.0 -
Zoom with Scroll Wheel works intermittently, it has to be clicked off and on in preferences then it starts working again.
Because it is random and just happens suddenly I cannot always be paying attention to what causes it or steps leading up to reproduce... It is a bug.

I have this issue too. Sometimes hitting the ESC key to exit an accidentally selected menu or switching tools brings it back but I can't get it working again today. Very annoying

Any updates or a solution to this bug? Very annoying when the scroll zoom stops functioning in the middle of an operation. Is Adobe ignoring that this bug exists?

This is what I did, And it worked for me.
Save all your work then close Adobe PS > (WINDOWS + R) > (TYPE) "%appdata%" > Adobe > Adobe Photoshop CS6 > Adobe Photoshop CS6 Settings > (DELETE THE) "Adobe Photoshop X64 CS6 Prefs" file.. Then re-open photoshop

This wont solve the problem... its a bug.
And really is way too much trouble than its worth having to go through prefs and set everything again and PS will stop scrolling again soon enough.
Clicking off and on in preferences starts it working again but is a real pain in da azz to do that every few mins.
