Issues with resolution/image size resampling in Photoshop CC

There seems to be stability issues with the relationship between resolution and images size in the new Photoshop CC "image resize" dialogue box.

When adjusting an image resolution with the resample checkbox on the results are mixed; sometimes it works fine; sometimes it crops to a single pixel in height losing image data (when downsampling a 50x50pix icon from 326ppi to 72ppi - weirdly by shifting the resolution to 72.1ppi, and then back down to 72ppi it works); sometimes it stops working altogether. In all previous iterations of the software this function has been very stable and as such is the backbone of many bulk actions that I perform. Currently I am not confident in it's use and it is detrimental to my work flow.
