I was thinking about a digitizer can do better than a actual mouse. also I see people using digitizer for the pen tool often.

Digitizer? Are you referring to a tablet input device like a Wacom tablet you have in your picture?

It all depends what you do with Photoshop, but I find that it helps a lot to draw accurate selections.

If you are used to draw with natural media, it will be way better than using a mouse.

A tablet also "unlocks" some features: you can control some brush settings with the pressure, the angle, and even the orientation of your stylus, something a mouse cannot give you.

I would say that it is more useful for painters/drawers/photographers than web designers.
