Elements 10: Defective display profile message when launching the app

I HAVE PHOTOSHOP ELEMENTS 10 WHEN I OPEN THE SOFTWARE I GET A MESSAGE THAT SAYS THE MONITOR PROFILE LCD COLOR MANAGEMENT AND CONVERSION APPEARS TO BE DEFECTIVE PLEASE RETRUN YOUR MONITOR CALIBRATION SOFTWARE

The message means what it says: the display profile registered with the OS for your display is defective, and that profile needs to be replaced with a valid profile.

If you have display calibration software, then it may need to be updated to create valid profiles then rerun to create a valid profile for your display. If you don't have display calibration software, then you probably just need to replace the profile that came with the display with a valid profile that matches your display (sRGB or AdobeRGB depending on the exact display).

I don`t have have display calibration software would it be best to perchase Element 13

No, the version of Elements has nothing to do with it.
You need to go into your system display settings and replace the defective display profile with a valid profile that matches your display.
