Is it possible to develope photo in Lightroom CC without move it over HDD or net?

I have 40 - 50 thousands  RAW file - it was in Classic Catalog. Now I finally downgraded my Win7 to Win10 - and installed new Lightroom - instead of Classic. Found migrate option, wait around hour or more for first fotos check  and got offer to move 5,5 Tb fotos to .... cloud. Nice joke I thought and try to begin with little gallery at 80 fotos. Choosed add new foto - and Lightroom copied it from place where it was stored to other folder. Why?

And why Lightroom used system disk to store foto? Its 64 Gb SLC SSD just for system - I have 10 Tb of HDD to store fotos - and I cannot use them? Really?

 So - I need to uninstall new shiny Lightroom because I simply could NOT use it for fotoprocessing?

 I didnt want to upload my RAW to cloud - I just want to work with them. Why there is no option to work in classic style with old catalog?

The short answer is no. If you have TB's of photos, Lightroom Classic is your best bet. It's still being developed as it was before. The cloudy Lightroom is a different product that has similarities, not a replacement.
