Lightroom: IPTC/EXIF date on Import in 3.6 RC

Is this a bug or a feature?

I'm importing a large batch of jpgs, from CDs, that have minimal metadata and reflect file create date, not the actual date shot. I apply an Import preset, with the IPTC Date Created field populated with the correct capture date/time (plus creator, copyright and other info). After import, the new data is indeed in the IPTC fields, but the wrong create date shows in the Grid badge.

If I use Edit Capture Time, the fields are populated with the corrected date that I put in the Preset. Hit Change, and all is well: EXIF Date Time Original and Date Time fields are now populated correctly (based on righthand panel) and Grid sorts on correct Capture Date. When I use EXIFtool to look at the data, it's clear that there are sections of EXIF missing, even after Import, that are finally created and written out by the Edit Capture Time function.

I would have expected LR Import to conform metadata to a template that LR Library would be completely happy with.
