Intuos 5 right klick "delay" in Photoshop CC

Im really disparing.
Last week i bought a new PC/Computer with Win 8.1. I installed Photoshop CC like on my old one and switch my Intuos 5 to it. I installed any drivers so anything could work correkt.
So yes, on the first view there is no problem but if i start to work and create some illustrations there is a strange annoying issue :(.

The Problem:
If I do a rightclick with my Tablet it work but if i hold the rightclick it wont work intil i moove the pen slightly while holding rightclick.
The leftclick is working on the canvas so if i hold the pen on the tablet it reacts immediately. BUT!! If i go in the color picker or any adjustment layer controller it got the same problem like with the rightclick. Its not reacting instantly when i hold the pen/button down until i moove it some milimeters.

Its like there is a unvisible cyrcle which my pen have to leave until it reacts.

The Problem appears just on the desktop and in PSCC. Any other Prog like 3Ds Max or Sketchbook Pro dont have this issue.

What I tryed:
- Reinstalling all drivers
- Reinstalling Photoshop CC
- Checking out any Wacom properties
- Checking the win 8.1 Pen properties
- Checking some Photoshop Properties
- Checking a lot of Forums

Additional Info:
If I click randomly around my color picker it starts flashing here and there ....
I dont know if it helps but there seem to be a cennection to this problem but im not sure

Please HELP !!! :( I cant work properly with this Issue.

Why are you using the older CC and not CC 2015?

I currently use the latest version of CC. I even tryed to reinstall the old one , just to see if its working there but no :(

CC 2014 and CC 2015 use the Windows Ink API for tablets on Windows 8 and up. Photoshop CC and older use the older WinTab API.

If this is a problem in CC or CS6 and CC 2015 -- then that sounds like an OS or driver issue.

I finally checked out if its working on CS6 and yes. In CS 6 everything works perfectly.
but if I use any CC version (eighter CC or CC2015) its not workin.

at this point my problem is solved because i can work 100% with CS6 so... yea. I still cant use CC but thats not a problem for me.
