This is typically caused by a bug where Windows LR fails to properly notify plugins of the impending shutdown.  Usually, you can ignore the error by clicking OK, and the backup will still occur.  (You should verify that, however.)

To find out which plugin is triggering the bug, do File > Plug-in Manager and disable every plugin by selecting it and clicking Disable in the Status pane on the right. Verify that the problem doesn't occur. Then re-enable each plugin in turn, seeing if that triggers the problem when you exit. When you find the plugin(s) causing the problem, notify the plugin developer and send them a link to this post explaining how to work around the bug:

John, thank you after turning off the plugins I got a valid Backup/reorg. I will attempt to turn on plugins and see the one that fails.
