intelligent rulers that know the size of your monitor and present an inch on the screen as an inch as measured with a physical ruler placed against the screen

The size of your monitor isn't directly related -- you need to know the dpi of the display, which isn't readily available AFAIK.

(the size is indirectly related, but complicated by bezel factors, aspect ratio and other details)

Not readily available, Chris? What's wrong with a good old-fashioned ruler or measuring tape and a calculator (in head or on desktop)?

If the display pixels are non-square then the user would tell Photoshop the separate horizontal and vertical ppi of the display (or one dimension's ppi and the ratio to the other dimension's ppi, I suppose).

It would need to be available as an API.
We already have ways to correct the physical measure of the ruler if you choose.

it seems like a simple relational database of known monitors and screen real estate would be easily translated into an accurate representation of spacial information.

Do you have any idea how many different models of monitor are out there? And how many don't identify themselves with specific model information?

it can not be impossible, adobe is important , its an important issue, the monitor manufacturers will opt in if we make it easy.
