each week, Creative Market gives away fonts and clip art, etc. Can you install new fonts into Photoshop CC, and if you can, how do you do it?

You don't install fonts into Photoshop - you just install fonts on your system and Photoshop uses the fonts available on your system.

Elements and Photoshop will show you the fonts installed in the OS.  But your OS font cache may be corrupted and making some fonts unavailable (this happens a lot on MacOS, due to bugs in the OS font code). See this page for how to troubleshoot your fonts and OS font cache: https://helpx.adobe.com/photoshop/kb/troubleshoot-fonts-photoshop-cs5.html

Install the fonts in the system (MacOS): in your personal fonts folder (~/Library/Fonts) or the shared OS fonts folder (/Library/Fonts).
