Photoshop CS5: Scaling is wrong, menus teeny can't use

I reinstalled my CS5 on a Win 8.1 64bit laptop and Photoshop is unusable. The interface is the wrong scale, the menus and windows are teeny. I don't know what to do. All other Adobe apps look fine. Please help. Thanks!
Any ideas?
PS - I looked at other topics, did not find a solution. UI scaling in Preferences says Large.

Photoshop CS5 doesn't have a UI scaling feature.
The 200% UI Scaling feature was introduced in Photoshop CC 2014.

Short of upgrading to a new version of Photoshop (CC 2014) that supports modern hardware/HiDPI, you can can change the resolution of the OS when running older versions of Photoshop like CS5.
