Photoshop CC: Install without using CC Desktop app?

I'm currently experiencing a strange bug with CC where it would just keep on loading, so I can't access my list of apps. I've tried removing it with the uninstaller from one of adobe's pages then adding it again, deleted the OOBE, changed it to OOBE_old, restarted the PC, relaunced, etc. Everything didn't work.



I would've been fine if only I didn't uninstall PS with the CC (I uninstalled CC thrice by now), thinking it would solve the problem.


Anyway, I'm fine with CC being broken, as long as I can use Photoshop. Is there anyway to reinstall outside of CC?

EDIT: I managed to somehow fix the issue and updated through CC. I want to know if its possible to do an install outside of CC though, since from the several threads I've read about my previous issue, it seemed to be a recurring problem.

Don't all of those downloads install CC?

Instead of launching the CC, this link is a page of links where you can download the apps individually, based on your OS and version. They have to be extracted. Obviously subscription credentials are still necessary - perhaps that is why you are referring to these as installing CC?

Yeah, it'd nice to not have to install an Adobe OS in order to use your applications.
