Photoshop 12.1 (64-bit). Odd thing. When I increased my memory usage to 75% in Photoshop preferences, my File menu was always blank. All other menus were normal. When I reset my memory usage to 50%, File menu was normal.

Very odd indeed!
Mac or Windows?
Have you tried disabling the OpenGL option in the Performance Preferences?

Windows 7, and yes, disabling OpenGL fixes it. Good call.

OK, make sure you have downloaded and installed the latest drivers for your video card (from the manufacturer's web site! Not the Windows update).

If that doesn't fix it, you might be able to use OpenGL by going to the Advanced Settings button under the OpenGL option and changing the Drawing Mode to Basic.

Also, how much VRAM does your video card have? What is the RAM usage when you change to 75%?

VRAM is 256 MB
RAM usage at 75% is 5228 MB
