In Photoshop Elemetns 11 Organizer empty folders are not displayed in the Folder panel. This can create a problem although a procedural workaround is an option. If I create a new folder and give it a name, then go do some other operations, maybe create another new folder, when the display is refreshed the empty new folders don't show in the folder list although the folders do exist in the directory hierarchy. At that point I can't drag and drop images (files) from a previously existing folder into one of the new folders. I have to go outside of the Organizer and delete the folder(s), then recreate it within the Organizer and do the drag and drop immendiately after creating the new folder. I would like to be able to create multiple new folders as I go through the process of sorting images into folders that are indicative of what the images are or where they were shot. I don't believe it is good policy to supress the display of a folder just because it has no contents. This can lead to later confusion when one might want to create a directory, giving it the same name as an existing empty directory. Some users may not be able to figure out what's causing the problem or how to correct it.
