EXPRESS: In app purchase won't save

I have purchased the in app effects pack in PS Express. My purchased features are still showing that I need to purchase them. If I try to use them, it brings up the option to purchase. I believe I have purchased them several times. I have also went through the restore purchase option several times. Do I need to do anything special to get the purchase to work?

Are you still facing issues with your in app purchases? Try a fresh login with itunes store. This might help fix the problem.
