In Premiere Elements 13, Why the "There is no disk in the drive" error at every startup?

The title is clearly stated. I can get around it with multiple clicks of the choices Cancel or Try Again. Why does this happen? I see this on line with no simple solution. Is Adobe not interested in fixing it?
