The desktop version has this capability but I haven't seen it in the mobile version. I know the app now has the ability to take pictures with the phone and make HDR photos, but I'd really like to transfer pictures onto a tablet and convert them to HDR using android.

Having the cloud is awesome, but if I can't convert transferred RAW files to HDR while I'm in field on my phone or android tablet, then I'll probably have to lug around a laptop.

Does the app have this function already and maybe I'm missing it? Or are there any plans to add this function in the future?

The HDR ability has been added to Lightroom Mobile and it works.  However, there are some very strict limitations on it.  "Note: for iOS users, the HDR mode requires a device that can capture in DNG such as an iPhone 6, 6s Plus, 7, 7 Plus, iPhone SE, or iPad Pro 9.7′′. For Android users, the Samsung S7, S7 Edge, Google Pixel, and Pixel XL are supported."

I agree, it would be really useful to convert raw files (ones not shot with the built in camera) in Lightroom mobile. It would take a lot of processing power, so I'm not sure mobile devices will be up to the job yet, but perhaps it could be done in the cloud.
