Lightroom 4: Import Destination Panel missing functionality

Why does the Lightroom 4 Import > Destination Panel show up when you're importing photos from a camera, but not from a hard disk drive? Ideally, I'd like to be able to import old files from my hard drive, but have Lightroom automatically move them into subfolders that would be organized and named by date created (like it does with camera files). Please don't cripple Import from other hard disk drives.

Check the options along the top of the import window. If you have "Add" selected, then the destination panel will not appear, because the files are staying where they already are. If you have Copy, Copy as DNG, or Move selected, then the destination panel will appear.
