Import PDF in PSE 2020

When I open a PDF in PSE 2020, I select the Pages button (not the Images button).  Each page in the document is standard letter size (8.5" x 11") and it has a big frame box with several smaller boxes inside it.  (The document is a collection of stamp album pages with the smaller boxes showing where to mount the stamp.)  This leaves a blank border of about 1" on the left side and 0.5" on top, bottom, and right side.  The problem is that even though I select the Pages button, PSE is only creating an image of approx 7" x 10.5"; the image contains only that big frame box and the smaller boxes inside.  The image does not include the blank border areas around the big box.  I want the image to be the same 8.5" x 11" as in the PDF document.

Previously, I was using PSE 5, which is very, very old.  But it handled opening a PDF the way I wanted.  That is, it created an 8.5" x 11" image which included the border around the big box.

Why doesn't PSE 2020 behave the same way when importing a page?  Why is it cropping the image down and removing the blank border area?

I found a very inconvenient way around this which is to resize the canvas to 8.5" x 11" and then slide the big box over to the correct location (i.e. with the 1" border on the left).
