Lightroom CC: Images synced from Lightroom Classic show up pixelated in Lightroom CC

When you have images that are synced from Lightroom Classic they are synced as smart previews. When you look at these same images in Lightroom CC and zoom in, they show heavily pixelated. It seems that this is a bug in Lightroom CC where it does not realize the images are lower resolution than the originals and still zooms in to 1:1 on the original size of the image instead of to the resolution of the smart preview.

Yes, it does look like they do indeed zoom to the original size rather than the smart preview size!

No they are clearly pixelated. Tried LR CC on two machines and they both do the same thing

Images uploaded from Lightroom CC to the cloud is also pixelated. Looks like it doesn't render 1:1 at all. 
I tried checking the "store original locally" but it remained pixelated.

Hmm, they do work correctly for me both for raw loaded straight into CC and for dng shot with my phone and it is just the smart preview ones from Lightroom Classic that don't show up right. Not sure what's different.

Would love to hear from the folks at Adobe.
What if anything is there to do about this and, what's to happen with the photos with smart previews already migrated to LR CC.

I think this is a sign of Adobe to expecting us all to migrate so that the assumption is that the cloud ALWAYS has full resolution files. However migrating is completely impossible for most of us and really counterproductive and Classic is the place to be for a long time coming and that means smart previews only apparently. Classic should be able to sync full raw and cc should know when there are only smart previews on the cloud
And zoom accordingly.

I am having the same problem. A synced image in Classic looks fine and over in CC it has what looks like noise or banding or compressions.  This is a problem because I sync images over to CC so I can post from mobile, but the images look bad on mobile now too. In the image attached check the upper right corner. LR Classic on the left, LR CC on the right.

That's probably due to the fact that Lightroom Classic only syncs smart previews. Another annoyance with the cloud ecosystem. Smart previews are lower resolution and use lossy compression of the data, which can cause banding artifacts.
