LightrRoom: image has settings not reflected in develop panel

Sometimes when I cut and past settings from one photo to another the settings aren't reflected in the new photos develop panel. For example.
Copy settings from a photo that has had some cropping via rotation constrain crop then pasting to a new photo "oops didnt want to crop that one" but the crop panel shows zero adjustment. The only way to fix it appears to be to reset the photo then copy settings minus crop and paste those.
Also having strange behavior with other settings during copy and paste

I don't know what is the problem.

But one suggestion I have which may or may not make a difference:

* Make sure Process Version is same on both photos, before-hand.

There are some other "dependent/pre-requisite" settings that may be worth considering too if the above makes no difference, e.g. lens profile. - eh?

I've written a few different multi-photo simultaneous dev-adjustment plugins, all of which required pre-requisite settings to be applied, stabilized effect validated, then next round of settings applied... Thus, I can't help but wonder if Lr is having some similar issues.

This could all be of no consequence, but it's my best shot... - maybe somebody else has a better idea.
