Photoshop: Image becoming pixelated when scaling down to a small size in CS5.5

Hi. I have recently upgraded from CS3 to CS5.5. I am finding that (in Photoshop) when I scale an image down (a lot) using the Transform tool the resulting image becomes highly pixelated.
I'm sure this did not happen in Photoshop CS3.
I tried scaling down the same image in Microsoft Word - I did not get the pixelation using Word.

It's really hard to tell what the problem is with the sample image you've provided.

What is your interpolation setting? Have you tried other interpolation methods?

And remember that the preview while using free transform is lower quality than the final result (so the preview can run faster).
