Image refresh failure in 21.1

With the recent update (21.1 from 2/12/2020) I'm finding that in the midst of edit the image window ceases to update.  In other words, zooming, panning etc will not change what you see.  I first saw this in "Select and Mask", but I've now also seen it when transforming a layer.  Possibly related, I'm noticing odd behavior when panning with "space-click-drag" not moving per the gesture, but instead jumping further than it should.
