Photoshop: Image jumps behind application window when changing tools

I'm running photoshop CC 2019 and this bug /glitch is driving me crazy. So when I'm have an image open and i'm working on it sometimes I go to change tools like from sharpening tool to blur, my image jumps behind my photoshop window. If you know a fix please let me know. I have been using photoshop for over 15 years and I have never seen this.

Is this an App Frame issue? Are you on a Mac with the App Frame turned off? Could you tell us what OS you're running? I have heard there are some issues on some Macs with turning off the App Frame.

I'll fix World Hunger tomorrow, being the "genius" that I am.  ROFL

But I'm glad something worked. So annoying when nothing seems to.

I'm running Mac Os Mojave 10.14.4 
If this helps with further research and development.

Sorry, just got a chance to get into some more work and It happened again. So I saw your follow up email and tried Cristen's advise. It seemed to work right away. Thanks you so much for helping out. It was really getting annoying.
