What product is best for creating a flyer/brochure?

I work for a company where I need to make a brochure/flyer and I am looking into purchasing Photoshop however there are many options and I want to make sure I purchase the appropriate one for my needs.

How are you printing your brochures/flyers?

InDesign is the Adobe app for doing professional layout.

Photoshop CC allows for simple layouts (text, compositing) & supports CMYK workflows.

Elements 13 allows for simple layouts but doesn't support CMYK workflows.

It doesn't edit photographs like Photoshop, but it's much more efficient at doing text/layout:
