could decrease file sizes by lots.

They already are -- that's the way Smart Objects have worked since they were added to Photoshop.

then pray tell why a smart layer takes up more space than a pixel layer that is identical. And why 3 of them take up more space again?

The Smart Object itself is only stored once.
But the rasterized, filtered version of each layer still has to be stored.

Unless you use "as a copy" to tear off separate versions of the Smart Object, we really try to store the minimal set of data.
