I believe Lightroom should have a Burn and dodging tool. This could be added to Lightroom were spot removal is. It could operate by moving the cursor to the area to be altered then enlarge and shape it to suit the area to be altered. Once this is done L.R. could then ask Burn or Dodge once selected you could be directed to a slider to adjust.

How do you see this as different to the local adjustment brush?

I do not think the local adjustment brush can be varied in size. I think, using it in a brush fashion is not as precise as a selected area burn in and dodging.

Try it again Barry. You can change the size of the brush you use, and you can zoom in to make it as precise as you like. You can also adjust the feathering to get a sharp edged selection (although you wouldn't usually want to for dodging/burning) and you can erase if you make a mistake.

You can also hold the SHIFT button down while drawing, so it draws a straight line.

And you can lower the Flow of the brush, so you can build up the effect with multiple strokes.
