There doesn't seem to be a particular situation in which Photoshop crashes, it just does it often - usually just when I need it!

What does the detailed crash report say?
And if you have Creative Cloud, why have you not installed Photoshop CC or Photoshop CC 2014?

OK, to be accurate - I run Photoshop CC 2014. I don't have a clue how to get a detailed crash report though. I get an error message that Adobe Photoshop CC 2014 has stopped working and that's it. Then the only option is to close the program.

What is this crash report and will I know what is wrong and how to fix it by reading it?

Check the Windows system event log for the detailed crash report, and especially the name of the faulting module.

I'm using a computer on loan to me by the State of WA, so I can't run anything as an administrator. So, I'm not having any luck when trying to run or view a system event log as it asks me if I am an administrator. Any other place these errors are listed?

No, the crash details are only in the system logs.

But the most common cause of crashes in CC 2014 is bugs in video card drivers -- so updating your video card drivers from the GPU maker's website might solve it (but you will need administrator access to update the drivers).

And we've seen some crashes due to bugs in third party plugins (Nik, etc.) - so try updating any third party plugins you have installed.
