Photoshop: I can't get the tools to work

I'm using a Dell tablet and can't use the tools. Have I done something that would turn them off? I'm having a heck of a time trying to find an answer!

Which product are you using?
Which version?
Which OS version?
Can you give a more precise description of the problem you are seeing?

It's a Dell Latitude ST2 running Windows 8.1 Pro.
I'm using the trial of PhotoShop CC.
Once I upload the photo, I can adjust, add filters or actions, add layer, etc. But, when I try to use a tool, it doesn't work. I can choose a tool but when I try to use it, I get nothing. The tool doesn't even show on the screen.

BTW - there is no upload involved, you just open the image in Photoshop.

I would suspect a driver issue.

Determine what video card you have and go directly to the manufacturers website (nVidia or ATI/AMD) and download the latest driver: http://blogs.adobe.com/crawlspace/201...

After you have the latest driver, Try restoring your preferences: http://blogs.adobe.com/crawlspace/201...

I agree - it sounds like a classic video card driver bug.
