Lightroom CC for mobile: I would like the ability to edit the top of my photos

Whenever I zoom in to edit the top of my photos Lightroom will somehow zoom and adjust the image where I cannot see the tops of my photos.It’s actually really annoying.My images are scanned film so I’m trying to remove the dust

Is it not possible to move the photo with the 'hand'?
While you are retouching you can hold the space bare to move the image to the next part of the picture

You marked your question as 'Lightroom CC for Mobile devices', but is that really true? As your images are scanned film, I doubt that and I will assume that you are using either Lightroom Classic or Lightroom CC for the desktop.

In Lightroom Classic you can go to 'Preferences - Interface' and check the box that says to zoom in to the point that was clicked. Or you can use the small preview at the top of the left panel to quickly go to the top of the image. And zooming in gives you the Hand Tool. Just drag the image to see the top.

In Lightroom CC your cursor also automatically changes to the Hand Tool after you've zoomed in.
