I use a surface pro. Paint brush tool not been working as a brush Instead, it acts like pan tool and just moves image around. Thoughts?

This is a Microsoft bug they introduced in the most recent update.  See this for solution options: https://helpx.adobe.com/photoshop/kb/cannot-paint-with-stylus-when-zoomed-in-windows-10.html
