Photoshop doesn't store photos, or have any sort of "write protect".

Which product are you using?
What exactly are you trying to do?
And exactly what difficulty are you having?

I am transferring PSD pictures to usb so I can put them on new laptop. I get this.

Ok, so that has nothing to do with Photoshop. You need to remove the write protection from the flash drive you are using. That's something you do in the Windows Explorer (or Finder on MacOS).
